| With the deepening of the reform, all kinds of social contradictions are exposed, citizens began to expand their ways of petition from"one government and two courts"to the standing committees of the People's Congresses at all levels which supervise"one government and two courts". In the context of the this reality, changing in demand for citizen petitions, the loss behavior which administrative and judicial organizations handle petition, the changes of the way that the standing committees of the People's Congresses at all levels handling petitions, directly affects the mode of People's Congress petition work. This paper compares the current situation of petition in the People's Congress of Nansha District, Guangzhou City, Guangdong Province and its standing committee with the People's Congress petition system, concludes the existing problems and disparities, refers to the advanced experience how Japan and European countries has dealt with the citizen petition within the government public management and proposes that the supervisory function for the Pople's Congress petition system of district level can achieve reform and improvement in the following methods: clarify the character and orientation of the People's Congress, clear the functions of the petition organizations, confirm the procedures of the People's Congress petition, innovate vehicles for petition work and improve the capabilities of the People's Congress representatives and the quality of the petition office working staff. From the perspective of theory, it can achieve further development, improvement and enrichment of our country's modern political system theory, along with the perfection of the supervisory responsibility of the People's Congress . From the perspective of practice, it can push the reconstruction of the People's Congress petition organization below the county level of Guangzhou city, and help the People's Congress grass-roots petition work out of predicament.
