A Study On Establishing And Improving Our Social Security System For Public Servants

With the continual deepening of the economic system reform in our country, the rudiments of our social security system for public servants has developed, but there are still some aspects to be improved. Meanwhile, as China has joined into WTO, to enhance the international communion and cooperation, we need to be clear of the common characters of the social security system for public servants in foreign countries and phase in some flexible system arrangements. Fully realizing the importance of establishing the social security system for public servants and using foreign experience for reference to improve our social security system for public servants can not only promote the building of the public servants team, but also advance the innovation of the government agency, accelerate the setup of a unified social security system and guarantee the healthy and ordered progress of the market economy. According to this line, first of all this paper introduces three important concepts: public servant, public servant system and the social security system for public servants, then expounds the importance of establishing the social security system for public servants. After analyzing the present status of our social security system for public servants, this paper offers a comprehensive overview of the social security system for public servants in foreign countries. This paper compares the welfare, salary, retirement, medical insurance policies for public servants in foreign countries with those in China, and offers several possible solutions for fixing the current Chinese system. According to the expatiation on the social security system for public servants of other countries, this paper divides the social security system for public servants into three sorts: social insurance system, social welfare system and social relief system. As the first two sorts cover too many items, social insurance system is subdivided into retirement insurance and other insurances; social welfare system is subdivided into salary system, allowance system and vacation system, among which this paper lays emphasis on retirement insurance, medical insurance and salary and allowance system. On the basis of reviewing the social security system for public servants in various countries, absorbing the essence and taking use of the experience are the responsibilities of those who are engaged in this research.
