In recent years,the state and the government have paid great attention to the employment problems of the residents and,more importantly,have achieved high-quality employment as an important indicator of economic development.The 2018 Government Work Report proposes to continue to push forward supply-side structural reform and promote employment and entrepreneurship.In 2018,more than 11 million new jobs were created in urban areas.The surveyed unemployment rate was within 5.5%and the registered unemployment rate was within 4.5%.According to the statistical yearbook 2017,heilongjiang province,heilongjiang province social security expenditure of 73.241 billion yuan,185 public employment services have been completed,as the old industrial base,is actively promote structural reform,the supply side,The adjustment of industrial structure on employment poses challenges and requirements of public service,thus to national development goals and the situation of heilongjiang province as the background,from the perspective of the social security expenditure,analysis of heilongjiang province social security expenditure and public employment service system construction present situation,problems and causes,puts forward the countermeasures and Suggestions of improving the public employment service system construction,so as to provide reference for the quality of employment in the public service government construction.Workers have social security through employment,pay social-security contributions,to provide funding for social security fund,perfect social security system to promote the realization of high quality employment,this shows that social security expenditure and the public employment service system is to realize the two sides of high quality,the two promote each other.In view of the two relations,by using the theory of fairness and efficiency,insufficient effective demand theory,search theory and the theory of human capital theory as the basis of the theory,using the literature research,qualitative and quantitative combined,and the research method of the empirical approach and related to the social security expenditure and the public employment service system in Heilongjiang province as the research content,finally it is concluded that public spending on social security and employment service system is an integral and promote each other relations and improve the social security expenditure helps to perfect the conclusion of the employment service system.
