The view of scientific development put forward in the Third Session of 16th Central Party Committee Conference is the basic principle of our Party based on Marxist dialectical and historical materialism. It is put forward on the ground of summarising the experience and lessons of the development both at home and abroad, and absorbing the beneficial results of human progress, and on top of history and our modern time ,it makes a thorough analysis of the situation of the new century and deeply realizes the important of issues that our country should develop and how to develop and so on. The view of scientific development is a summary and distiuation of our country's more than 20 years of precious experience in the practice of open and reform policy and modernized construction, it is the carrying forward and expanding of Mao Zedong, Deng Xiao Ping and Jiang Zeming's development thoughts , it is the necessity and basic guideline to the overall construction of a commonwealth society ,it is also an important thinking idea for our new development of our socialist modernized construction and will influence our present and future social economy, politics and cultural development .The perspective of scientific development contains very rich content which is mainly composed of the aspects of the fundamental connotation, essence and Kernel, and the basic requirement of the perspective of scientific development. There is an important and far-reaching significance for us to establish firmly and carry out thoroughly the perspective of scientific development to build an overall commonweath society and thus realize our great goal of our socialist modernization.
