A Criminological Research On "The Rich People's Being Victimized Criminally"

With the advancement of the modernization, the social stratum structure has been changing dramatically. The previous single and steady stratum structure becomes devided and makes complicated. This change means that our society is transforming the traditional society into the modern society. But, at the same time, some new social problems happen continually. For example, the causes of the rich people' criminal being victimized shows a serious tendency. The criminological reasons behind this phenomenon lie in the social factors and the law factors. The social factors include that the highly differentiated social stratum, the increasing polarization between the rich and the poor, the notably differentiated social values, the increasing impermissible behaviors because of the impediment of the rising channels, the rich people' weak consciousness of self—protection. In the law factors, it can be concluded as follows: the weak protection of the non-government economic by the law and rule in effect, the invalidity of social system of rewards and penalties because of the imperfection of the law and rule, the backward comprehensive control measures of public security.In the view of the above—mentioned facts, we should take the following preventive measures: improving our productivity forces to narrow the gap between the rich and the poor, reconstructing the psychological balance system of the people and controlling mechanism, perfecting the law and rule in force in operation in order to elect the valid system of rewards and penalties of the social people, building and perfecting the institution of the social security, strengthening the rich people's social responsibility , perfecting the quick—reaction system of the public security troops, electing the modern system of the comprehensive control measures of public security , enhancing the self—protection consciousness of the rich people and professionalizing private bodyguards.
