With the progress of democracy and the development of legal system, individual consciousness of civil rights is strengthening. Freedom of information is the best way to maintain civil rights. In our country, the government controls the majority of information. It is not only the biggest information holder, but also the producer and promulgator. The disclosure of government information certainly becomes the core of freedom of information. Archives are an important part of government information. Freedom of archival information just goes with the demand of the times. The disclosure of archival information must be carried out under the frame of law.This thesis demonstrates the relationship between the freedom of archival information and the archival proprietary, and the correlated civic rights including copyright, the right-to-known, and the right of privacy. The archival proprietary is the foundation of the freedom of archival information. To make a difference between archival owners can vindicate civil rights indeed. During the course of disclosing archival information, we must protect authors' copyright to avoid being involved in the law. The disclosure of archival information reflects the right-to-known. On the other hand, we must protect the civic privacy when disclose archival information.
