After introducing the variety, content, and traits of non-traditional safety threats posed by forces like pirates and stowaways, this paper analyzes recent cases of pirate attacks and probes into the strategic intention of some big powers like America to interfere in the Malacca Strait affairs. Some operational advices are being offered to merchant vessels to prevent and deal with stowaways.After 9.11, a series of action against international maritime terrorism by the American government facilitated the promulgation of ISPS Code, whose implementation has rendered great far-reaching influences upon international maritime safety. This dissertation introduces the objective and content of ISPS Code, and from four aspects, elaborates on the impact of ISPS Code upon shipping business and legal issues concerned:1 The paper researches the positive effect of ISPS Code to improve the awareness of those personnel involved in shipping, and to curb the seaborne terrorist activities and the risk of being controlled by the port state owing to the lack of International Ship Security Certificate.2 With the extra obligation of the insured to notify being considered, this paper studies the influence of the implementation of the ISPS Code upon ship insurance.3 This paper analyzes the assessment and cognizance of the safety status quo of those ports under the security level of 3, and includes the influence of the ISPS Code upon vessel chartering.4 On the basis of mentioning the necessity to reinforce PSC inspection, this paper expatiates the focuses and key areas of ship security checks by the carriers themselves.
