The Theoretic Construction And The Realistic Choices Of The Ethics Of Public Administration

Although the realistic existence of the human is material, its essential existence is the so-called spiritual ethical structure, which owns an eternal implication. As an adjuster of social relations, organizations of public administration and officials both constitute the social superstructure, and represent the social culture as an example. Their spiritual situation exerts direct influence on the massive social members. Theories and practices of the ethics of public administration make a great historic question for development and reform of society. The increasing of physical fortune, the progressing of technology, the deepening of knowledge and the stability of social politics could not automatically improve the human spirit and increase human pleasure, they even could possibly decrease them. This paper submits some creative ideas and points of view. It can be divided into two big sections of theoretical construction and realistic choices, which indicate characteristics of application of the subject. This paper states that we should not lay too much emphasis on some certain single factors or parts of the administrative culture in the process of Chinese political reform and public administrative reform. That is, if there are no suitable conditions and related factors needed, any ideas for reform could involuntarily become pure daydreams. According to this paper, private morality, public morality and ethics of public administration all have the same inner principles as certain administrative cultures and social cultures do. The ideas for pursuing public interest, law and science are actually pursuing the ethic ideal situation, which exists in human subjective field and social culture as determinations, beliefs, traditions and habits. Only when the administrative culture, idea of citizen, ethic exercising of public official and the masses, executive institutions of laws and rules exist and promote one another, can we hope that we will probably solve the problems of the actual administrating power and the free judging power. The question of public administration is not a single one, but an all-sided and supreme one.
