A Research On Farmer Labor's Social Security In The Context Of Urbanization

Farmer labors are the new constructive factor in the social transformation in China and are the corollary of urbanization. With the development of urbanization, more and more fanners would appear. While the appearance of farmer labors makes the rural - urban divided dualistic society security system unreasonable.This thesis are divided into five parts .First, it puts up summary of existing research literature of farmer labors' social security problem and the methodology correlate to this subject. The second part begins with the farmer labors moving trend, characteristics and immediate causes, analyses farmer labors' requirements for social security system and currents difficulties, drawing the conclusion that Chinese farmer labors are in the "vacuum" of the rural-urban divided dualistic society security system.Then the author discusses the necessity, inevitability and feasibility of setting up farmer labors' social security system and concludes that the building up of farmer labors' social security system is inevitable.The forth part is the most important and creative part of the thesis, which is divided into five sections. The first section discusses establishing a relatively independent and beneficial rural—urban social security system for the farmer labors in suburban areas. The second section points to four principles that this new social security system will need; The third section points out that the shortage of capital is the key restriction that is preventing this system from coming into being; and that the government should play a large role in the organization and creation of this new social security system, through the way: (1) Employers and fanner labors paying for their fees, (2) Exchange production for security, (3) Exchange land for security, (4) Exchange shares for security, (5) One-off compensatory exes of land cultivation income and so on to prepare to construct farmer labors' social security fund. In the fourth section, the author uses a method of analysis to make predictions about the future level of retirement insurance, assuming that the government has the resources to create and maintain this type of social security system. The fifth section is based on an analysis of different area's industrial, agricultural and commercial economic development levels, and presents the basic frame of the current fanner labors' social security system.The fifth part finishes with the current problems of realizing farmer labors' social security system. The author thinks that to joint rural and urban farmer labors' social security system, it is necessary to clean off the regulation barriers and set up reasonable operating managing mode, creating conditions and mechanism beneficial to the system jointing.
