Since the application of policy on reform and opening, great changes have happened in urban and rural economic system, people's living standards has been constantly improved and the urban social security system has been established.However, because of the dualistic social system in urban and rural areas and the influence of the residence registration system, the farmer-labors living between rural and urban only can get farmers' welfare, though they are working for the development of the city. So we should establish a sound social security system to make farmers get urban welfare as soon as possible. It is a key to rapid urbanization, resolve the problem of farmers, agriculture, farm and establish a comprehensive community.Social security system has long been in the study and people were used to studying respectively from the rural or urban perspective, the farmer-labors are still classified into the rural areas. These farmer-labors actually living in the city are engaged in non-agricultural industries .Their problem have not been properly resolved. The article will skip both conventional urban and rural perspective. It studies in a new perspective on the social security of the farmer-labors.This article starts from this background and then it researches and analysis the essentials of establishment of peasant workers of the social security system in order to safeguard the interests of farmers. Meanwhile it points to that farmer-labors should be classified into several types so as to establish pertinent social security system in phases in the light of their different degree of requirement. This article also advances new ideas of series of security systems as well as ancillary measures as to legally protect farmer-labors' basic rights.
