Taicang City, The Social Security System Research

China is in the period of transition from the traditional family security and planned economy's unit security to social security. But because of the history of the existence of urban-rural dual economic structure,the system of our country's social security is not consummate, such as the construction of the rural social security severely lagged behind, unbalanced development of urban and rural social security. The backwardness of rural social security system affect the improvement of living standards of farmers, and is not conducive to rural economic development. Dual social security is not conducive to narrowing the gap between rich and poor, and is not conducive to social stability.Therefore, it is very urgent for China to Speed up the establishment and improvement of the pace of rural social security system and actively promote the integration of urban and rural social security system.This paper carry on analysis and research to history, status, experience, problems of social security of Taicang City, whose social security's construction has set a vivid example for our country and whose successful experience can be used and popularized in other similar areas in China, and whose existing problems and deficiencies can also be a warning to prevent other regions. This is better to improve our urban and rural social security system.This paper is divided into five parts. Chapter one is introduction, which mainly briefly presents the background research significance, literature review, concept definition, etc:Chapter two is the theoretical bases of social security, which introduced a variety of western theories of social security; Chapter three states the development of social security in Taicang City, including its old-age pension insurance, medical insurance, unemployment insurance and basic cost of living allowances. Chapter four presents the realistic situation of Taicang City's social security, principally introducing its old-age pension insurance, medical insurance, unemployment insurance and basic cost of living allowances. In the last chapter, the experience, some problems, enlightenments, especially innovations engendered by Taicang City's social security are mainly discussed:The experience can be used and spread in other similar areas; some existing problems will be concisely pointed out and some enlightenments also will be concisely pointed out which can be used for our country's social security.
