How Socialist Countries correctly understand and treat the non-public sector and unite the representatives of non-public sector is a very important matter of theory and practice. For this matter, three leaderships of CCP, Mao Zedong, Deng Xiaoping and Jiang Zemin experienced a long process of exploring and practicing. They obtained breakthroughs of acknowledge again and again.Seven years after our Country was established, our non-public sector had made a great contribution to the development of economy under the first leadership of CCP. United front had been developed as well. However, after the reconstruction of Socialism, the ideology of leftist took the important position, which resulted in "Culture Revolution" when non-public sector was almost annihilated and interconnected system were destroyed. The work of united front started going through hardships.After the policy of opening, the second generation of leadership summoned the whole communist party to liberate ideology and seek truth from the fact. Deng Xiaoping advocated and inaugurated the work of the interconnected system. The third leadership of CCP had encouraged, supported and accelerated the pubic-owned economy. The representatives of the non-public sector were orientated as constructors, which made the non-public sector show a new flourish phase.The pubic-owned economy is an essential component of our Socialist market economy. Economic status quo and development trend require us to reinforce the work of the interconnected system of the pubic-owned economy. It is significant to discuss about the history of how the three leaderships of CCP had developed the nonpublic-owned policy, which is helpful to the work of united front and enhancement of the class foundation and the mass foundation of the communist party.
