With the development of the new public management thinking and the creation of the concept of in-depth government services, more and more people are involved in improving public sector performance, more and more scholars also begun to study the phenomenon. Many scholars in the institutional level to study the sectoral performance. The study focused on the following areas: organizational structure, management practices, environmental effects, institutional system and other aspects of how they impactt sector performance. But few studies have relate to the relationship between networks and public sector performance.This paper attempts to study the mechanisms of public sector's social network impacting the public sector performance. First of all, this paper on the basis of previous studies, arranged the related concepts and relations of social networks, social capital and informal organizations, combined with China's specific national conditions and put forward the relevant assumptions and research framework. Then, this paper questionnaires to methods to obtain the relevant actual data, and using factor analysis, multiple regression analysis and other methods of data analysis. Based on the analysis of data to explore the public sector and to measure the dimensions of social networks, as well as the mechanisms which the public sector social networks affect the performance. The study found the public sector mainly include two dimensions: network-centric social networks and the network density, and the social networks have an effect on public sector performance by this two.This study's findings have important practical significance in guiding the performance of our public sector research and analysising their own social network conditions, while this study can provide some new ideas to research the organizational performance, from the perspective of social capital.
