Security is the product of epoch. With the change of epochal themes, the connotation andconcepts of national security will change too. After the cold war ended, there are two kinds ofdifferent secure concepts from perspectives of international relationship, new internationalsituation requires that we must reflect and revise traditional security, and reconstruct newnational security, and build new international security cooperative mechanism. It is the key todiplomat strategy choice and development of China in 21th century. Russia disintegrated and cold war ended, "peaceful luck of a thousand years" does notcome automatically. It is still one of difficult tasks to every country and international societyto conflicts ,and stops inappropriate external intervention and contradiction caused by it, andstrives to globe stabilization and tranquility in a great certain. International environment thatwe are facing has a great change to compare with 1970's of last century, different kinds ofpressure is increasing and a lot of benefical condition is changing, especially for a lot of newproperties about international secure situation. Firstly, ever since 1970's in 20 century, peaceand development have become epochal themes;secondly, new technological revolution of theworld has provided material base for new secure concepts;thirdly, globalization, a commonwords used by politicians and scholars from the world to describe the epochal features, is amajor tendency of the current world. It is a process in which each independent entity'spolitical, economic and cultural interrelation becomes increasingly close, inter-dependenceincreasingly deepening, and interaction increasingly strengthening. In addition, appearance ofnontraditional secure factors make traditional means of military not maintain world peace;allof factors make international secure change, traditional military secure position fall andeconomic secure position raise, terrorism, extremism, national splittism, shortage of energysources, smuggling drugs etc.They can make nontraditional security become more serious, new international securesituation also pose a serious challenge to traditional secure concepts. Every country in theworld and UN are facing new secure situations and the new recognition and concepts formedare changing the old traditional secure concepts actively and appropriately, in terms of securecontents and means of safeguard and some other factors to threat international security, andgradually it has become dominant secure concepts, China has played an advanced andexemplar role in this aspect about it. The center of international new secure concepts iscooperative security, integral security from the integral perspectives. New secure conceptsthink the base of international security is common secure benefits, trust of each other andeconomic development, it is not entity advantages, military alliance and consistent politicalsystems. According to recognition of major countries in the world to new secure concepts, thewriter poses and advocates to set up new world's cooperative secure mechanism andadjustment to secure strategy of our China.
