With the pace of development, our society is in a transferring periodnow. The construction of city dwellers' housing district becomes more andmore market-driven and commodity house-driven. The lack of mainadministrative department forms partial powerlessness, further more, causesconflicts between different interests assertors, struggling for their respectiveproper rights. In the property management of housing district, it appears as thebenefit conflict between property management interest and owner interest.They both claim the rights and status that they are deserved.Due to the appearance of property management is a sort of new legalrelation, the lagging of relative laws and regulations are obtrusive especiallywhen maximizing benefits and the absence of balancing mechanism. Theactual legal system and manage pattern cannot regulate various conflicts inthe realty management, which grows into a social problem. This essay attendsto analyse the main body of the modern commercial housing residential districtrealty management, and its right and status. Then explain the hypostasis of themanagement is a multitude autonomous management. In the managingstructure, owner convention should be in the core position. Analyze thehierarchical structure of modern city residential district realty management, and the relations among the relative principle parts. It is also essential toadvance that the owner committee is the center of the management autonomystructure.Analyze the relationship between the property management autonomy ofhousing district and the construction of community, which to state the crossreferencing relationship between the owner committee that representative forindividual aboriginal right and neighborhood committee that representative forsocial public benefits in the property management field. Provide theaccommodation for duality management model that is integrated by setting upproperty management autonomy and the supervision of fundamentaladministration mechanism. According to analyzing the system of housingdistrict property management autonomy bases on the law environment, system structure, inter-coordination and external restriction. We get the point that the interactions of political environment, democratic economy andmultitude autonomy play a positive role in construction of multitudeself-governing organization in society reforming period.The essay is comprises three parts: introduction, main body and conclusion.Main body includes four parts:The first part sketches the develop situation of housing district propertymanagement, and explains the main body, basic conception and legal relationof self-managing structure. Discuss the main body's legal status, operatingmechanism and relevant right and obligation. Make definite that ownersachieve the character of multitude autonomy via owner convention and ownercommittee, and raise a point of establish the owner committee as coremanaging status.The second part mainly analyzes the management mode of modern housingdistrict. Research the relation between the management and relevantgovernmental administrative machineries in the context of communityconstruction. Owner committee represents individual interest via multitudemanagement autonomy and neighborhood committee represents communityinterest via district property management autonomy. This part emphaticallyanalyses the relationship between these two committees, and suggest settingup the dwelling duality management structure, which combines multitudemanagement autonomy and administrative supervision.The third part focuses on analyzing the foundation and form characteristic ofdistrict property management autonomy. Raise the social and economic basics, internal and external factors of property management autonomy. Also raisethecharacteristic expression of the management autonomy.The forth part integrates the gain and loss of the city housing districtmanagement autonomy, proceed from monocracy environment, improve andperfect the legal system, social economy, politics and socio-cultureenvironment, expounds how to guarantee the development of districtmanagement autonomy.
