A professional negligent crime is a crime that causes great damage and occurs frequently in the modern high-tech society. All kinds of duty accidents caused by a professional negligent crime endangers the normal development of society and people's normal life. The specific provisions of the Criminal Law set up a certain amount of professional negligent crimes, but on the whole, the criminal legislation doesn't pay enough emphasis to it . For example, the general provisions of the Criminal Law has no room for professional negligent crime. And the specific provisions of the Criminal Law set up lighter punishments for professional negligent crime , also leave out many crimes. These defects are not favorable to develop the functions of the Criminal Law and to realize its goal.
