In developed countries, for example, American is trying to make new rules for copyright infringement online for years, such as discrimination price, safe-harbour, notify—and—takedown provision, Anti circumvention clause and so on. In a word, these clauses were unsuccessful, they all are in favour of copyright owner and it brings many new problems as the minute it solves an old one.This chapter think the regulations of developed countries are failed with the limitation of economy and less knowledge about internet economy. The new rules just were designed to amend the old copyright law without substance theories. In developed countries, the copyright industry generate great interest, in some way, the loss for copyright owner is loss for countries. And this is why the law made by developed countries are in favour of copyright owner. But the internet economy is different from any other old economic systems with big different regularities, so if we neglect it, just hold old interest, it will help nothing.Facing the challenges brought by the development of technology, seizing the demands of internet economy, we should make a new role for copyright by looking for a new balance among copyright owner, the continuing development of science and requirements of public. This viewpoint not only help our country to set real new regulations as soon as possible, but also guide our internet economy go to future.
