| The construction of the socialist harmonious society urgently calls for the strengthening of ideological and ethical construction of the whole society, of which the ideological and ethical construction of civil servants is central. On this context, to improve the efficiency of the ideological and ethical construction of civil servants is urgent both in theory and practice. Under the guidance of Deng Xiaoping Theory, the Three Represents and scientific development concept, this essay systematically and deeply studies the status of China's ideological and ethical construction of civil servants and the cause of its partial abnormal phenomenon as well as its contemporary standard and construction strategies.This essay falls into three sections. In the 1st part, to begin with, the author makes an overall and objective evaluation of the status of China's ideological and ethical construction of civil servants which shows that the mainstream of it is positive, however its abnormal phenomenon remains, which has a negative effect on the construction of the socialist harmonious society. Moreover, after analyzing the abnormal phenomenon in depth, he holds that it has roots in historical culture, economy, politics and ideology.In the second section, he makes a deep analysis of contemporary standard for the ideological and ethical construction of civil servants in three aspects as the great challenge, the higher standard and the contemporary value of the construction of the socialist harmonious society.Finally, after he closely studies the strategies of the ideological and ethical construction of civil servants under the context of the construction of the socialist harmonious society, he comes to a conclusion as follows: in this process, it is indispensable that we should master its essence, perfect its mechanism, better its climate, and open the new channels to the practice and improve its efficiency.
