Social harmony is not only an essential attribute of socialism with Chinese characteristics, but also an important insurance of our national prosperity, revitalization, and people's happiness. As employment is the fundamental thing of people's livelihood, it is important for a harmonious society to create a reasonable and orderly working environment with fair competition, and to actively promote social employment; equality and justice is the basic condition for a harmonious society; government should play a leading role, with holistic view, in the coordination of developing a harmonious society. Therefore, the establishment and formation of an open, transparent, fair and rational system to recruit civil servants and the effective prevention of the occurrence of discrimination during the process, will play a positive role in promoting the goals of developing a harmonious socialist society with democratic rule of law, equality and justice, integrity and kindness, vitality, stability and order, man and nature living in harmony, and goals of realizing a higher level of well-off society that benefits all people.This paper puts the issue of discrimination in recruiting civil servants in the macro-proposition of developing a harmonious socialist society. The knowledge of basic principles of Marxism, political science, law, and sociology all contribute to the research and feasibility studies in richness and scientific features.The paper mainly comprises of five parts:The first part brings up the issue of discrimination in recruiting civil servants. In this part, from both theoretical and practical point of view, the author analyzes the significance of the study in the context of developing a harmonious socialist society, and further clarifies the negative impact of such discrimination.The second part consists of the interpretation of theories and status review about the discrimination in recruiting civil servants. Defining concepts and setting up standards is the basis of any kind of study. By defining the basic concepts such as civil servants recruiting, employment discrimination, and discrimination in civil servants recruiting, the author thus laid a solid foundation for further research. Combined with the latest facts and materials collected and reviewed, this part provides the reader with a more comprehensive and complete view of the status of the issue.The third part mainly talks about the causes of the discrimination in recruiting civil servants. Mainly from the absence of concept and the flaws in system design, the author produces a thorough analysis of the root causes of such discrimination, and digs into the nature of the problem by taking both history and reality into account. The fourth part analyzes the negative impacts of discrimination in recruiting civil servants. Such negative impacts do not exist independently, but form a vicious-cycle-system, from the damaging of social and economic development to the negative effects on social education, and to the impediment on the realization of the overall goal of a harmonious socialist society.The fifth part, being the most important of this paper, discusses about the countermeasures for the discrimination in recruiting civil servants. Based on the analysis and research in the four prior parts, the author advocates three aspects of countermeasures to prevent, control, and relieve such discrimination: the concept re-establishment, the improvement and execution of law, and the establishment and operation of anti-discrimination mechanism. These countermeasures serve as the core purpose and value of this paper.The innovative part of the paper mainly lies in bringing the discrimination in recruiting civil servants into the study field of a harmonious socialist society. By expanding the scope of the study in depth and breadth, the paper can go more in detail in such a special study. With the knowledge of basic principles of Marxism, political science, law, and sociology, the comprehensive way further helps the research on this issue in both depth and dimension.
