Research On The Legislation Of Physical Lottery In China

The countries in the world all face a common problem that is the contradiction between the increase of physical exercise and the shortage of finance. Nevertheless, to a large extent, physical lottery reduces the contradiction relatively. It is an important component of physical industry. Many countries take use of this method to attract social idle fund, supply a gap of finance and improve the development of physical enterprise.In 1984, physical lottery was produced in International Marathon tournament in Beijing. It was also the earliest form of the physical lottery. Since it was issued formally in 1994, Chinese Communist Central Bureau, State Department, State Revenue, State Physical Bureau and People Bank of China have shaped many regulations, which can monitor the management of domestic physical lottery and help it develop healthily and steadily.The second part is about three historical periods in domestic physical lottery legislation: the beginning period of the formation of relative regulations, the exploring period and formal establishment period of rules of Chinese characteristic social physical lottery. During the course of issue, we have suffered a lot and met flinty situations. As a result, we have to strengthen and consummate our legislation of physical lottery. The third part refers to the comparative research on the legislation of physical lottery in the world. In China, the development of physical lottery is in initial stage. Therefore, it is lack of experience on management and mobilization. Simultaneously, domestic physical lottery industry is developing fast. There are many problems in it.However, the lottery industry has developed for hundred years abroad. So the management and regulations on this field are mature in the foreign countries. As a result, from the point of factor, which limits the development of domestic physical lottery, we do research on the experiences and skills of lottery industry abroad. This research can play an important role in our physical lottery.At the beginning of dissertation, the author compares management systems between China and American, French, Spanish, Germany and Australia. Then the author drew a conclusion: we should reduce the negative influence on society because that the lottery has the characteristics of gambling.
