Research On Macro-control Policies And Legal Issues Of Lottery Tickets

Lottery industry has developed for more than twenty years in China and its fund-raising functions have made a significant contribution to China's public welfare. China's government continue to strengthen industry and legal construction and put lottery industry into the scope of state regulation, to strengthen national regulation, standard industry practices. Throughout the development of the lottery industry in the history of our country, from never issued by any order and supervision to be banned and then to starting in 1984, it bring us great thinking. Summing up past experiences, strengthen state regulation of the industry has become inevitable choice for the healthy and positive development of lottery. Now the academic research for the lottery more start from economics and law rules,but start with national regulation of the lottery industry are few.This paper uses literature, analysis of induction, comparative study method, case studies and other research methods, and comprehensive use economics, law and other disciplines related to knowledge, focusing on policy and legal regulation of lottery issues to research it. The innovation of this paper is to start from the regulation of lottery, in-depth analysis of the national lottery under the control of the situation, pointing out that the existing policies and laws regulating ticket problems, and then put forward a sound proposal.The article is divided into three parts. The first part describes the historical evolution of the lottery, introduces the origin of the lottery and introduces the historical evolution of regulation of the lottery. On the basis of comparative regulation of the lottery draw inspiration for improving the theory of regulation of lottery tickets to provide ideas.The third part focuses on the start of the lottery control policies and laws improved. Third, focuses on a sound regulatory policies and laws of lottery issues:improving the basic regulation of the lottery legislation and related legislation; reform lottery control system, improve the control system of the lottery legislation; strengthen government oversight of the lottery, the establishment of the IA lottery Management Committee; lottery distribution system and improve the information disclosure system.
