In modern democratic state system, absolute power is not allowed to exist, and all the public power of a state must be under effective supervision. Without restriction, representatives of a class possibly transform to ones own privileges, social servants to social owner, and people's rights possibly change into tools used to oppress people.With deepening of reform and opening to the outside world, the development of social market economy, Chinese social living has taken great changes. Under new situation, it is very important to strengthen the establishment of party in power in order to further strengthen the supervision to public power, and build a high-effective, honesty and industrious leader group.
