On Enactment Of Administrative Charge

Arbitrary administrative charge has become an increasingly serious problem since 1980. Although measures have been carried out, they are of little effect. The reason is that administrative charge has not been instituted in our country. The present article aims at providing theory for the enactment of administrative charge. Having compared and analysed the opinions of both the domestic and foreign experts on this subject, the present article absorbs the reasonable ones, finds out the difference between administrative charge and other fees,and brings forward a new theory—Finite resources should be equally shared. By drawing on the experience of the enactment of administrative permission and sanction in our country, the present article fully analyses and studies the principles of the enactment of administrative charge and its items and forms. In conclusion, this article provides sufficient theory for the enactment of administrative charge in our country.
