The reproduction right is one of the most important property rights of the copyright owners, and one of the main issues in copyright legislation as well. Under internet circumstances, the reproduction takes on many new features, which make the copyright owner difficult to control the reproduction right. So many countries correspondingly adjust the concept and the extension of the reproduction and the right of the reproduction .Reproduction consists of the digitized behavior of works and the temporary reproduction. It was balanced that the public accept the new notions with the aim of the law of copyright to encourage the copyright owners to create the new ideas before the internet had been widely used. But after entering the digital era, the copyright owners' benefits are conflicting with the public' benefits .The text leads Create Common Agreement into them to coordinate the contradiction between the protection of the copyright owners' rights and the public benefits. Furthermore, the technological protection measure challenges the balance between copyright owners and users. The characteristic of the technological protection measure is "all or nothing choice", which provides a new method to protect the copyright besides the protection of the law. But its use violates the fundamental principle of the copyright law. So the benefits confliction should be solved through legislation. Under internet environments, Exhaustion Doctrine, Fair use, Statuary licence and Tacit agreement licence all have great changes. In the internet age the different infringers infringing reproduction right ,ICP(Internet Content Providers),OSP(On-line Service Providers) and the users should be liable for the different infringement and be restricted by different principles of the liabilities.
