The mankind is being placed in an age that science and technique are changing with each passing day and developing with a high-speed. Enjoying the huge wealth brought by science and technique, the mankind is also facing the serious environment risk that it causes in the meantime. Once these risk occurring, the mankind may suffer from a perdition condition. In this kind of case, people have to introspect: Whether the optimism attitude which the mankind hold in front of natural for long time is already out of time? What scientific attitude should we embrace in the process of making use of nature actually? The Precautionary Principle is a new concept which enters the international environment law realm in 1980s, it giving the mankind's behavior the request: At science and technology ages, the mankind have to embrace a careful attitude to the future, should make use of science and technique availably to do a careful and attentive plan and arrangement to mankind's activity; While meeting the threat of serious or irreversible damage, even lack of a well definite proof of science, should also adopt measures which match the cost-efficiency theory to prevent from the environment depravation. Aiming at promoting a harmonious relationship between mankind and nature, the Precautionary Principle should become the mankind' s behavior standard at science and technology ages.By the research of the Precautionary Principle, people not only can have a systemic understanding about its constituents and related systems, but also can re-examine the international environment principle system and its development trend.
