With the increasing exploration and exploitation of the ocean, marine environment is deteriorating. The harm caused by environment deterioration impels the coastal states to modify national legislation to prevent, reduce and control pollution. The internationalism of environment crisis compels the legislation to protect the marine environment globally and regionally.The international legal effort to protect the marine environment originates from the legislation on the prevention of marine oil pollution. Oil pollution is the key way to pollute the sea. There are various sources of marine oil pollution, among which offshore oil industry and vessel transportation are the critical ones. And international conventions and treaties relating to marine oil pollution are mainly about them. Therefore, this thesis mainly focuses on the international legal rules to control marine oil pollution. It reviews the content and evolution of the relevant conventions and treaties, or protocols, to summarize the similarity and difference. After commenting on the advantages, deficiencies and achievement of the legal rules, it attempts to put forward some suggestion.The first chapter analyzes the sources, distribution and harm of marine oil pollution to indicate its great effect on marine environment.The second chapter is about the international legal rules on offshore oil industry. Some global conventions, regional conventions, and some special conventions are introduced.
