After twenty-year of reform, our nation have already immersed in the globalization unreversiblely. Government, especially local governments have to face the profound change. Local governments have to play active role continuously in the globalization and enhance the potential of local economy. On the other hand, they should also give active response to the multi requirements for public serviceIn global competition environment, the previous administration mode which selected the economic development target as the importance of local governmental performance can not help administrators to gasp the challenge to the local government and the public needs from outer environment in time, which affected setup of the long-term strategy target. So it is important to set up governmental performance as the administration mode for the transfer of local governmental function, increase of administration ability, and construction of public service government.Balanced Scorecard (BSC) is a new omnidirectional performance management tool, which can incorporate the Vision and Strategy of an organization with its inner employers.
