Performance measurement of Police has always been being a hot and hard issue in the administration of Police. Performance measurement is of great significance for breaking through the bottlenecks in Police administration. It is helpful for innovation of the administration mechanism and improvement of Police's performance. However, the current theory research and practice of performance measurement of Police in our country has not yet met the requirement of reality.To solve these existing problems in Police performance measurement, this paper adopted the Balanced Scorecard (BSC for short), an advanced strategic performance measurement system, to design a performance measurement system for Police.This paper included the following parts. In part one, it firstly made a discussion on the connotation of Police performance measurement and the elements of performance measurement system. Then it made a comprehensive introduction of the theories of Police performance measurement abroad and home, and further, it analyzed the realistic condition of Police performance measurement system in our country and pointed out the existing problems and its reasons.In the second part, it expounded the theory of BSC and its application in enterprises and government departments. Based on these, it demonstrated that BSC is an advanced performance measurement system as well as an advanced strategic management tool, which can be applied to successfully in not only private sectors but public sectors.After that, it designed a strategic performance measurement system for Police on the basis of combining the measurement model of BSC with the characteristics and real condition of Police in our country, and then it analyzed those elements of four aspects and processes in the application of BSC. Meanwhile, it pointed out its significance and required conditions applying the BSC to Police in our country.In the following part, it applied the above-designed performance measurement model to a police unit in Hangzhou city. According to factual conditions of the police unit, it worked out every detailed measuring index and a three-year-long strategic plan. Through this case, it proved that applying the BSC to Police performance measurement is feasible and practical.In the final part, it put forword some possible difficulties during applying the BSC to Police performance measurement in our country, and proposed the relevant solutions.
