Research On Local Government Performance Measurement Based On Balanced Scorecard

With the rapid development of society and the perfect democratic system, the request for public service is increasingly high. So, it's a problem to develop the quality and the efficiency of the service for the local government. The paper aims at establishing local government performance measurement, based on the actuality and west advanced experiences. The research introduces the feasibility and the help to apply BSC for local government. Since studying time , energy , funds limitation , The main method is personal visit.The first part describes the exploration and the practice of west developed countries from the benefit, public contentment, multi-evaluation, institutionalized management and the expanding of evaluation content. Then the paper compares the present of the theory and the practice, and points out the problems of local government performance measurement in our nation, such as distorted value tropism, absence of the system or mode, simplification of the subject, breakdown between the practice and the study.The second part introduces the concept, content, structure, application and the goodness. Then I analyze the feasibility of BSC in evaluating local government performance based on the value, system and technique.In the third part, I introduce the designation principle and the process for measuring local government performance. And the principle is to pay attention to the economic development as well as the society, human beings, economy development in an all-round way. And I point out the main content of economy, procedure and public contentment.The forth part is investigation. The main method is personal visit. And it's the aim is to analyze the relativity between the content of BSC and the level of local government performance.At last, I put forward how to modify the measurement system and the index of BSC from the difference between government and enterprise.
