Thought Of The Problem Of The Govemment Responsibility Arose From The Populace Vulnerability Under The Crisis Situation

The catastrophic consequence brought about by the crisis surpasses the populace's bearing capacity greatly. Meanwhile, it imposes serious threat and bad influence on people's life, property, safety and society's harmony. The populace nearly becomes the most directly-threaten object of any crisis. Under the crisis situation the populace who falls into one kind of frail condition is not supposed to face to the crisis event and often appears perplexed, wild and other negative response, even some non- rational behavior. However, in a society which has populace with relatively low maturity, the populace can hardly gets rid of this kind of frail condition only depending upon his own strength. Therefore, in view of this problem strengthening the government responsibility is imperative. Referred to and profited from the related content of"Emergency Response Guidelines"(hereinafter referred as to"Guidelines") issued from the State Council, China's cabinet on January 8, 2006, this article take populace vulnerability under the crisis situation as an objective point. Preliminarily, the author has analyzed the connotation of populace vulnerability under the crisis situation and of government responsibility. Thoroughly, the author has analyzed the manifestation, the root and the influence of the populace vulnerability, elaborated the relevance between the populace vulnerability and the government responsibility, and considered the deficiencies in the government responsibility system according to the above. Finally, the author has conceived to constructs the government responsibility system through changing exterior difficult position into which the populace falls and strengthening the psychological interventions, with a view to the government shoulders its own responsibility based on the populace vulnerability in the process of crisis management, forecasts, unblocks and controls the populace vulnerability properly, enhances the society's duteous effect and reduces the reverse effect, reduces the government's changeability and difficulty during the crisis management, makes the crisis management obtain the good effect and the anticipated target.
