Study Of A New Socialist Countryside Construction Period Of The Township Government Responsibility

To construct a new socialistic countryside at this stage is a major historic task set at the Fifth Session of the Sixteenth Central Committee of the Party, and it's the new requirement of the scientific concept of development. Nowadays, with the progress of the new rural reconstruction all over the country, many rural areas have had earth-shaking changes, but comparing with the requirements of the Central Committee of Chinese Communist Party's, the current situation of the rural areas still lags fairly far behind, and it needs improving. Rural governments, as the political organizations of the country at the grass-roots level, must undertake the main responsibilities, making the new countries' construction to be better and quick.Responsibilities of the rural governments are discussed from a new angle of research in this thesis. Taking the viewpoint of the government theories and combining literature analysis with the individual case study, this thesis first carries on an survey on the present situation of the rural governmental responsibilities in our country in the new rural reconstruction stage; then it searches the problems of responsibility deficiencies of the rural governments, which exists in our country; finally, by exploring methods of speeding up the fulfillment of the rural governments' responsibilities, efforts are made to solve the above-mentioned flaws.The thesis is divided into four parts. The first part is the introduction. In this part, things like the background, the significance, the related literature summary, the study tools and methods and the main ideas and innovations of the paper, etc. are introduced briefly. Based on the viewpoints in the responsible government theories, the embodiment of the rural governments' responsibilities in the new rural reconstruction is discussed systematically in the second part. The third part mainly deals with the necessary analysis. It takes the example of the situation of Xu Wan Village, which is in the east of Henan province, analyzes the present situation of the rural governments' responsibilities in our country. The responsibility flaws of the rural governments are also mentioned by using the responsible government theories. At last, some practical suggestions are presented to solve the problems.
