Public institution is a special institution in China. It's concept includes wide organizations, except those who don't long for profits and don't be the government, nongovernmental, producing enterprise, they produce mental products.Chinese public institution is the traditional thing of planned economic style. It suits to the monopolized planned system and be similar to the government style. It was born and managed by the government. The public institution of China is a special social organization and very large in its scale, exits every place in China and have various kinds of style.In order to induce the burden of the public finance, to reform the system of the public institution is the inevitable tendency now. This reform is followed to the reform in administrative fields and the reform in economic fields and it's a very important reform in our social fields. The success of this reform related to the whole process of the public administration reform and related to the process of our modern democracy construction.The problems of public institutions are mainly lie in the following facts: the government is the sponsor of most of the public institutions;There are obvious overlapped layouts, as well as ignescent interior mechanism and rather severe official-post orientation. This caused the neglect of the public institutions'service functions, and the operation of the public institutions diverged from the proceedings of economy. The funds are wasted and the efficiency lowered, the distribution of resources has severe problems, and the reform is confronted with strong psychological obstacles.Therefore, the strategic aim of the public institutions'reform is to separate them from the government organs and have them become corporation entities assuming sole responsibilities for their own profits and losses under a...
