Since the 1970s, comprehensive and profound social changes have taken place in China. Among those changes, the one in social structure is particularly meaningful which is seen as the transformation from the mono-structure in which the politics dictates everything to the multi-structure in which the state shares rights with the market and the society. Within this context, the reform of institutions has been underway for about three decades with cheerful achievements as well as unresolved problems. Among the thorny issues that have hindered the construction of the socialist market economy and the development of other undertakings, there are several focuses including the absence of distinctive target patterns in the reform of institutions and a smooth management system, the lack of breath, depth and momentum of the reform, the rigid operational system and the sluggish reform of social security system.For decades, there has been no clear answers to why, what and how to reform the institutions. The introduction of the well-developed business forms of overseas non-profit institutions opens a new window for us. The booming of nongovernmental organizations in China since the 1990s has further aroused general interest in the forms mentioned above.
