In modern society, public crisis has become a common phenomenon in the social life. In the point of view of international society, public crisis refers to the suddenly happened incident that is serious danger to social order and will cause huge loss. Because various public crisis challenges current institution arrangement and authority relationship and obstructs the social and economic development, government must play a role of treating public harm due to crisis, minimizing the negative effect and crisis loss, stabilizing the social order and keeping the good development of society, which means the importance of government crisis management. Public crisis management is the systematic measure used by national management organization to minimized or eliminate destroy of crisis by keeping or changing the original operation mechanism of national system from latent period to solved period.Public management is an organization composed of many related and effected elements, which is an individual management system that has its own characteristic. In the point of view of treatment in systematic process, public crisis management is the system organized by national political institution that can predict, treat and recover crisis according to related institution process. This system is affected by other element of social system. An effective crisis management system is the key factor to evaluate if a government can successfully deal with crisis. Using an effective crisis management system, crisis management of government will be brought to a step by step ordered process, which will decrease the effect of crisis on society to the minimum. Now in our public crisis management system there still exits serious problem of short of crisis prediction, lagging crisis treatment and bad solvent of crisis. So it is necessary to set up a crisis management system suitable for our condition according to crisis management process and method of developed country.
