A Study On The Construction Of The Rural Grass-roots Regime

This dissertation studies the construction of the rural grass-roots regime on politic development views, and analyzes the issues in the rural grass-roots regime at present. And then make a series of suggestions to the construction of the rural grass-roots regime basing on practical experience.The history of the rural grass-roots regime under the leadership of the Communist Party of China demonstrates that as superstructure, the rural grass-roots regime is decided by its economic basis and react it. When the rural grass-roots regime adapts to its economic basis, it should promote the development of rural economy and society. Otherwise, it hinders. The regime is "Township administration and villager autonomy" that was founded since 1983. It adapted to its economy basis at that time, but now it doesn't adapt to its economy basis any more because a great change has taken place for more than 20 years. There are many issues in the rural grass-roots regime at present.According to the Marxist theory that superstructure must conform to economic basis, the construction of the rural grass-roots regime must be reformed. There are two different opinions on the construction of the rural grass-roots regime in academic circles. One is administralization, the other is autonomization.This dissertation analyzes theoretical logic that is implied in administralization and autonomization, real intention of administralization under market economy and autonomization in modern society, illustrating their essence and intrinsic demands are identical. It is necessary for us to break their opposition. Administralization and democratization will become a new tendency of the construction of the rural grass-roots regime in future. Under existing conditions of our country, the construction of the rural grass-roots regime must combine administralization with autonomization under existing conditions of our country, make township government into a cooperative organization founded by the officials and people together, and further push on with villager autonomy.
