In such a country as China the majority of population of which are farmers, it's of great significance to achieve the effective management of the rural area and to hasten it's stability and development. As the rural grass-roots organization of the new era, the township government and "township government and village self-governance"regulatory regime are set up after the disaggregation of the People's Commune System. And they meet the needs of the development of rural economy and polity at that time. They contribute a lot to the historical arrangements and studies of the rural grass-roots organization's reform of our country in the new era. Therefore, we can have a better comprehension of the actualities and problems of the rural areas so as to further the reform model's research of township's administration. The thesis can be divided into 4 parts. The first part generally states the adoption of our country's primary organization in history, showing the grand historical background of the rural grass-roots organization's reform. The second part narrates in details the concrete settings, procedure and contents of the disintegration of the People's Commune System, the regeneration of township government and the institution of "township government and village self-governance"regime. The third part mainly analyzes the significance and impact of the rural area's development brought about by the transition. The fourth part summarizes today's "township government and village self-governance"regime, especially mentions the problems and troubles encountered by the township government. An introduction of academic circles'reformable approaches toward the present township government's model is also provided here in the hope to offer enlightenment.
