Research On The Problems Of The Provision Standard Of Our Country's Military Expenditure

The provision standard of expenditure is an important means of military expenditure distribution. The formation of a scientific and rational (well-worked) expenditure provision standard system has important significance in various aspects: the elimination of the randomness of military expenditure distribution, heightening the transparency of military expenditure distribution, the timely ensurement of military expenditure provision and raising the efficiency of military expenditure utilization. In this thesis, based on a great deal of investigation of standard expenditure utilization, a study is made on the status quo and main problems of military expenditure standard in China. Both qualitative and quantitative methods are employed, and theoretical and practical methods are adopted. A quantitative analysis is made on military expenditure standard. The theoretical basis of the expenditure standard is investigated and a scientific and rational quantitative method is explored. The dynamic coefficient is calculated through AHP. A model of interposal differential criterions of expenditures is set up. According to the interposal differences, factors that bring on the discrepancies of standards are analyzed and the dynamic prices regulation coefficient is fixed. Besides, a comparison is made between the differential criterions of expenditure provision of army units of different natures and different missions, based on which, a model of demand discrepancies is set up. Finally, an idea is put forward that the optimization of standard formation and the construction of a scientific and rational expenditure provision standard system will effectively solve the ultimate problem of the expenditure standard discrepancies between different regions, different army units and different prices, which in turn, provides reference for the decision-making of the Headquarter.
