Research On China Effective Protection Of Military Expenditure

Military expenditure is the material basis for Military construction and development. Achieving effective protection of military expenditure (EPME) extremely is an important approach to implement the scientific concept of development and achieve national defense and army modernization. Therefore, we must explore deeply the features and patterns of EPME, adhere to an integrated, and closely focus on the benefits. With advanced concept, a scientific system, methods, we should make good use of military expenditure and improve comprehensive, coordinated and sustainable development of Army. By now, the scale, structure and management of military expenditure still have many problems, which led to low efficiency of EPME. Then, we must strengthen military security-benefit studies, rationally determine the scale of military expenditure, optimize the structure of military expenditure, improve management, and promote national defense and army modernization construction fast, which should be integrated with the national conditions of China.The article is divided into four parts:INTRODUCTION: Include the background to the study, current research situation, and the significance of the study.Part I: the basic theory of EPME The precise definition of related concepts is the basis of the study. Different connotation and extension of the concept will directly influence the scope and results of the study. In view of the current domestic military academics filed on the concept of military expenditure has not yet formed a consensus, I further re-define the concept of military expenditure and study the generals fee scale, military structure and military management decisions as major factors in EPME in-depth.Part II: analysis on current China's EPME. Based on the above theoretical research, I did empirical research on China's EPME. Through historical analysis and horizontal comparison, I study the world development trend of military security and analyze deeply.Part III: objective analysis of the EPME. Based on the analysis of the status quo, I put forward to the object of EPME: a reasonable scale of military expenditure, optimizing the structure of military expenditure and scientific management, through quantitative and qualitative analysis methods.Part IV: policy options on improving EPME. I believe that: "increasing military expenditure" is the primary basis of China's EPME. Adjusting to the military security services and military structure of the organic composition is the inevitable choice to meet military security to maximize the effectiveness. Establishing a sound management system of military expenditure is the guarantees of improving the efficiency. The innovation lies in this: First, to redefine the concept of EPME. This article is different from that in the past which focus on the definition of the concept, but difficult to put into practice. From a macro perspective, I firmly grasp the core concept about input and output and study EPME which measured by military scale, structure and management. The second, there is a lot of empirical data on China's military protection status and development trend of world military expenditure used to compare and study. Then I reach the conclusion: the scale, structure and management of military expenditure have effects on the EPME Furthermore; I revealed that rational scale, optimizing structure and scientific management were inevitable choices to improve our army's EPME.
