Analyze On Perfecting The Elections At The Basic Level In China With 3-kernel Method

The elections at the basic level are important parts of our nation's establishment of socialist democracy. Our country's elections at the basic level contain the election of regime and the one of autonomic organization at the basic level. Since the reform and open to the outside world, it has gained a deep development not only on the theories but also on the practice. However, great changes have taken place in economy and politics of our nation with the development of society, therefore some problems about the elections at the basic level are becoming increasingly acute, for instance, some problems such as putting the suffrage of large floating population into effect,selling candidate himself,electioneeringa,election inhospitality and so on, all of which were reflected in our countries'elections at the basic level. They have aroused abroad attention in academic communities. The material problems in the elections were given more concern in the early studies, but the analyses to the paticipative kernels in the elections at the basic level have never been carried out thoroughly and systematically, which resulted in the separate state of study. This paper attempts to regress the political participation background of the elections at the basic level, to analyze some relating problems thoroughly and systematically with the threshold of 3-kernel analysis, to construct a sort of thoughts and framework to analyze the elections at the basic level. As a result, several perfect measures will be brought out. By using of the 3-kernel methed, some analyses were made to the community-direct-election of Sifang Community in Changsha at the end of this paper.
