As a new public management system, property management now is developing rapidly. As the owners of the properties, property owners have the right to manage the properties by themselves or by their autonomous organization, this named independent management. Due to restriction of their time, energy and capability, property owners usually entrust property management companies to operate the business of property manangement, from which entrusted management appears. Entrusted management has become the primary mode of modern property management. In China, property management called in"Property Management Rule"only means entrusted management.The core and foundation of property management is property management entrustment. Without property management entrustment there is no property management, therefore the developing of property management encircles property management entrustment. Property management entrustment is a series of activities, which refers that under entrusted management circumstance, property owners (property owners'committee) entrust their rights of managing properties to property management companies by signing contract of property management, then these companies provide professional management and service according to legal regulations and contractual specifications.
