Since 1990s, social exclusion is now an issue that has risen high on political and policy agendas , also accordingly, is making itself presence in a number of fields of research. One such field is that of unemployment. There is increasing evidence of unemployment and social exclusion in cities throughout the PRC and other countries abroad. The article uses a case study of Caixiang South Community to explore these issues and their effects in the group of state-enterprise laid-off workers.The article is structured as follows: First, the present social exclusion situation of the laid-off workers in South Community. Second, efforts on eliminating social exclusion of the government, community and the laid-off workers. Third, reemployment and the elimination of social exclusion. Fourth, suggestions on policy.The study proved that unemployment is the very important cause of social exclusion in finance, culture and social relation. However, simple reemployment can't eliminate social exclusion effectively. The article also tries to demonstrate that effective ways to eliminate social exclusion are to increase social capital, and social network of laid-off workers, to build a developed social security and social welfare system, to advance the development of community as NGO.
