With the deepening of reform and restructuring of the market economy system,partof the government,enterprises and institutions’ social function transfer to communitiesgradually,community building and working ’s effect is being felt and important.Community work mainly rely on workers in community activities to achieve,in the taskof social development is becoming more and more important,we must establish a highlevel and high-quality team of community workers to coordinated social relations,solvethe social problem,alleviate social contradictions,improve residents autonomy,maintainsocial stability,build a harmonious society and meet the different needs of communityresidents. After several years of efforts,the team of community workers continue togrow,the quality of community workers have constantly improved, personnel structureis more reasonable,they can provide the services have become more specialized anddiversified.This thesis from the Jianxin town’s community full-time workers of presentsituation,researched and analysed the community full-time workers in14communitiesexhaustively,dissected the community full-time workers’ present situation,found thecommunity full-time workers’ deficiencies,mainly in the positioning is not clear,thestructure is not reasonable,the overall quality is low,salary and welfare and socialsecurity system is lack of attractiveness,the work burden is heavy,development space isnarrow,performance appraisal become formalistic and so on. At the same time,analysethe causes of defects formed from system,law,philosophy and the guarantee of funds,put forward the targeted and operational measures.
