It is a necessary part of an responsible government to let the administrative– persons respond, which is divided into two parts ,legal responsibility and non-legal responsibility .And ,the research on the administrative legal responsibility is a half-perfect point in our administrative law,especially the individual responsibility.The key of emphasizing the administrative - persons responding is to protect all civil right and make it true ,which not only change the status of misusing the power ,but also remedy the legal shortage .The chapter is to let the court neutral to protect civil rights through prosecuting the administrative– persons ,which should know the power is owned by people.The article is divided into three parts .Firstly ,there is an introduce of the backdrop about lawmaking and theory correlative .Secondly ,I demonstrate some doubts from the economic and valuable point .Then ,go along the setup of the responsible system.Of course,the purpose of such a setup is not to remove the transgress completely ,but a letent overowe ,which like the Christianism ,just to prevent.We must setup a responsible state in order to be a legal country .The state should respond its own responsibility to protect the civil welfare.
