A Research On The Administrative Incentive System Of The Environment

This text describes the administrative incentive system of the environment more comprehensivly and systematically from the view point of the law, in the hope of achieving the goal of perfecting administrative incentive system of the environment, attracting more and more people to participate in environmental protection and improving our ecological environment .First of all, the author proceeds with concept of the administrative reward of the environment. On the basis of analyzing existing concept, the author puts forward that the meaning and extension of the administrative reward of the environment should be expanded, and further probes into the properties of the administrative reward of the environment and compares with relevant concepts such as administrative guidance of environment and administrative encouragement, so as to reach and get deeper understanding of the environmental administration reward.Secondly, I explore the theoretical foundation which construct the administrative incentive system of the environment, draw lessons from other sociologies like economics, behaviouristics, etc, think that the theoretical foundations of incentive system which back-up its unique inherent operating mechanism are " economic man " hypothesis, behavioral reason motivational theory, and its foundation stone of external environmental theory is a outside theory of the public articles of environment.Thirdly, the investigation to the environment administration incentive system operation is carried on. It is understood from the operation premise, the condition of winning an award, rewarding body, procedure and so on. Try hard to understand and to grasp its entire operation then, discover the insufficiency, improve it.In sum, the idea of perfecting the administrative incentive system of environment of our country is put forward. I construct it around these aspects of environment administrative ideas, basic principles, legislation and its enforcement.
