Study On The Present System Of China's Family Properties Declaration

In Chinese history, there have been found long ago a system of registering official's family properties. But as a independent and valuable systematic design, family properties declaration system was brought about by the wave of political democratization in Western countries in the 20^th century.After experiencing great hardships, family properties declaration system, hidden for 1500 years, has now been taken out with new forms, according to china's realities and other countries' models. The system basically absorbs the essential part of Deng Xiaoping's thought on actions against corruption and generally legalize and systematize it But form the cases of corruption being exposed recently, we find that family properties declaration system hasn't taken effects really. It has been in a state of disappearing role.In order to make the system (it's called Sunshine Motion) fulfill its function, this thesis first tries to find why the system is out of control. There are three reasons: first, the objects of the system are lack of agreement on establishing, carrying out and perfecting it; second, the system itself has some shortcomings on qualities; third, the system is lack of probability of operation when being carried out. In view of those reasons, the thesis raises detailed propels mainly on three aspects; to clear away the barriers of the objects' agreement on system carrying out and perfecting; to improve it's own quality; to strength its effectiveness and probability of operating when being carried outGuided by Deng Xiaoping's thought on actions against corruption, and also on the basis of drawing support from other countries' experiences, the thesis supplies with suggestions about how to perfect the system. Though it may not be thorough, it will be sure to attract more constructive proposals.
