Research On The Design Of Competition-Oriented Motivation Mechanism For China's Civil Servant

Civil servant is one important factor in the government policy output. Modern civil servant system is crucial for developing the government capacity, because"an efficient government depends on the active, positive and effective action of civil servants when it enacts policy, provides service and manage contract."Since"the Civil Servant Provisional Regulations"was put into effect, the framework of China's civil servant system has been established basically. Particularly,"Civil Servant Act", which was drawn up in January 1st, 2006, symbolizes China's civil servant system began to follow the track of legality and standardization. However, the transition from traditional personnel management to modern civil servant system isn't followed by the corresponding effective motivation mechanism for civil servant. As a result, neither can it produce effective motivation for civil servant, nor it can accomplish the goal of the maximization of organizational returns, optimization of institutional arrangement and organizational power. Meanwhile, a lot of researchers have probed into the motivation mechanism for civil servant. Among these literatures, not only is systems theory introduced into the analysis, but the institutional approach is now beginning to attract researchers. However, neither don't the literatures grasp the institutional characteristics of motivation mechanism for civil servant, nor they catch on the key point for assuring the effectiveness of the motivation mechanism. Thus, such a key point is important for practical civil servant management and academic studies.
