The quality of cadres is the key element to the development of Party and country. The establishment of cadres with high quality is not only the kernel problem to the development of our Party, but also the important task which organizations of party at each level are facing. As one of the most dynamic areas, Tianjin Economic Development-technological Area (TEDA), during her over twenty years history, always pay a great attention to the nourishment of cadres' quality.In this dissertation, the improvement of cadres' quality of TEDA, especially for improvement of middle-level cadres' quality is the main theme. According to the ground theories about quality of cadre, the author employs the questionnaire and interviews as research methods. Based on the new requirements for cadres' quality, the author concludes the accumulative experiences for improving cadres' quality. Moreover, the analysis is given for problems of indifference of political awareness, lag of capable quality, weakening of innovative spirit, existence of patriarchalism and indulge of working style and so forth. The author also seriously explores the objective reasons of the weak means and methods for administrate cadres as well as comparative softening of the mechanism of appraisal and supervision. Furthermore, the author specifically puts up with the general solutions for improving cadres' quality from four aspects including education, capable improvement, system of performance appraisal and stronger mechanism.The general solutions for improving cadres' quality all-round, possess practical significance not only for the author herself to improve work ability but also for promoting the work of improvement of cadres' quality of TEDA.
