The police power is one of the most important parts of the state power. In so many kinds of public power of one nation , the police power is such a concerned one about people, a wide implement one about life, and a complicated one in doing about society. It is also got the easy way to break into the private power. The police power come from the citizen's right, and service to the people as one public power. But, to get rid of the power dilation and variation from the obligatory and unitary characters, we should add to the theory— "regulation" in doing this power. To make standards and restrictions to deal with the police power, and it is carrying out in the ensuring system of the human right.The present dissertation includes three chapters and a conclusion.
