As an entirely new administrative management approach, it's an undenied fact that the administrative guidance is being used widely in modern world. For those devoted to the research on administrative law,the research on the administrative guidance shouldn't be neglected. However,seen through the nationwide even worldwide circles of administrative law, a number of drawbacks occur in the process of research on the administrative guidance. Two points can be generalized from them above:firstly,lack of attention is paid to the research of the administrative guidance. Not only are the monographs on the administrative guidance lacking but the length on the administrative guidance is too short in general textbooks. Secondly,the research on the administrative guidance is outdated. The focus is put on such aspects as concept,nature,feature and type. The scholars often do research from the form and from the technological level,but pay little emphasis on the study of liabilities of the administrative guidance and the following relief system. Hence a systematic and all--around study has never been carried out. However,in practice ,the administrative guidance has aroused a wide range of social problems which tend to be more fierce. The traditional theories won't suit to the demand of social growth. The thesis aims at providing some useful suggestions to solve the present problems and broaden the theoretical system of the administrative guidance to make it take effect better in life.
