Criminal Problem And Countermeasures Of Vulnerable Groups

A special social group within the new social structure --" vulnerable groups", appears with the fast transmutation of social level structure during the process of transformation from the planned economic system to market economic system. The quantity of the vulnerable group has shown an increasing trend recent years and at present, has reached to nearly 200 million according to the incomplete statistics.The evolution of the social status for individuals in vulnerable circumstance makes changes in their unequal inferior position in such aspects as political position, life quality and competing chance. Such inferior position will initiate various uneven psychologies, and then induce the possible emergence of deviant and criminal offences. The criminal problem of the vulnerable groups, which is the marked embodiment of various contractions in present years in China, has become a major obstacle to social stability and development. Therefore, these criminal problems should be paid more and more attentions.In this work, we suggest that, based on the analysis of the criminal characteristics of the vulnerable groups, the protection of the vulnerable groups in various aspects could be the essential way in solving their criminal problems. Several countermeasures for preventing and controlling the criminal problems of vulnerable groups have been proposed from the aspects of protection in law, social support and cultural supports including educational and psychological prevention.Chapter one: We observed the severe reality and revealed the cause of the criminal problems of the vulnerable groups by analyzing the meaning, classification of the vulnerable groups as well as their criminal types and characteristics.Chapter two: The influence of present social conditions on the crime of the vulnerable groups was investigated by analyzing their criminal reason. And thus the criminal problem was supposed to be mainly due to either the external social circumstance or internal individual reason.Chapter three: Based on our investigations on criminal reasons of the vulnerable groups mentioned above, we suggest that the protection for vulnerable groups could be the better way in elimination of their criminal problem. The countermeasures for preventing and controlling the criminal problems could be legal protection, social support, cultural supports including educational and psychological prevention.In my opinion, the more and more serious crime problem of the vulnerable groups has its profound historical and social rootstock in China. In order to solve the criminal problems as long and effective as possible, we should insist on the guidance of social justice and protecting the vulnerable groups on the social aspect.
